Re: BSA Policy on Election and Appointment of Junior Leaders

The BSA description of the duties of the Senior Patrol Leader states that the Senior Patrol Leader "appoints other troop junior leaders with the advice and counsel of the Scoutmaster."

I believe that it needs to be understood that this duty applies to troop positions, not to patrol positions. Indeed, the BSA job description for a Patrol Leader states that the patrol leader is "the elected leader of his patrol" and "Appoints the assistant patrol leader".

I believe that this is to be understand as follows. The troop elects the senior patrol leader, who then appoints troop junior leaders, with the advice and counsel of the Scoutmaster. Each patrol elects their patrol leader, who then appoints patrol junior leaders, with the advice and counsel of the Scoutmaster.

Henceforth, there should be no troop elections for troop positions other than for the position of senior patrol leader, and no patrol elections for patrol positions other than for the position of patrol leader.

If you are interested in serving in one of the troop positions of responsibility, then you should speak with the senior patrol leader about your interest. He will decide whether you are qualified to serve in the position of your interest. If he feels that you should be appointed to the position, he will consult with me about appointing you to this position.
